Rutger Broer

Rutger Broer works as Project Manager Industrial Transformation and Lead Markets in Europe at Agora Industry. His work focuses on how public procurement and other lead-market instruments can support decarbonisation of industry. He joined Agora in July 2026.
Before joining Agora, Rutger worked at think-tanks in Brussels and Berlin, most recently in Brussels as Project Officer at Bruegel, where he focused on energy, climate, and economic security projects. In Berlin he worked on decarbonisation of the building and construction sector.
He holds a M.Sc in Industrial Ecology and a B.A. in International Studies.
