Spencer Houck

Spencer Houck is Project Lead Hydrogen Policy Europe at Agora Industry. With the Technologies & Analysis team, he works on EU hydrogen policy and the industrial decarbonisation challenge in sectors that make up the final stretch of the energy transition.

Spencer Houck brings over a decade of interdisciplinary experience across hydrogen, renewables, and energy systems in Europe and the US, including six years spanning the full hydrogen value chain. Before joining Agora Industry, he was Business Expert for Renewables and Grids at Accelera (Cummins) in Antwerp, advising senior leadership on hydrogen, electricity, and gas markets and leading a multi-year offshore hydrogen program. Earlier roles include Senior Strategic Sustainability Consultant at Ramboll in Brussels (EU climate and energy policy projects for DG ENER, EEA, and ACER), Senior Energy Strategy Consultant at Hinicio (hydrogen strategy and techno-economic analysis for public and private clients), and wind resource and power performance testing at DNV Energy Systems in Seattle.

He holds a M.Sc. in Management and Engineering of Energy and Environment (KTH Royal Institute of Technology, IMT Atlantique, and Universidad Politécnica de Madrid), plus a B.Sc. in Environmental Science and a B.A. in French Language and Literature from Western Washington University.
